It's a sample blog.  It's being made for purposes of determining how to assign a particular blog to a particular user.  That's going to be hard.

I may have to pay someone to help me code this.  What I need is to figure out a way to first create a board that only allows one person to post topics on it.  People can reply, but they can't start a topic on that particular board.  Then I have to figure out a way to get this blog mod to connect a particular user to a particular board. 

I'll have to think this through.
